Horrible Neighbors and their kids!?

I honestly seriously want to move because of our neighbors and I know my hubby won't go for it because we just bought this house 8 months ago plus we are not done remodeling the house to try to get more out of it than we paid for. This is a starter home since I am a full time college student and we wanted to flip it since he is in construction. Our neighbors are driving us crazy, I don't know what to do with them. They live across the street and their kids are over here all the time (as in every single day all day long) and I feel bad for the kids but their kids keep messing up my house and getting my kids sick. I hate to sound so horrible but these kids are so filthy, they are constantly covered in dirt, boogers across the face, hair is never combed, they hardly ever wear shoes. I thought okay... don't judge they must be having money troubles. But I then saw their parents and saw that they have nice expensive clothes, 100-200 dollar shoes, high tech cell phones, etc etc. I was just appalled. I don't know whether to clean these kids up myself or what to do. My son loves playing with them and I feel bad for them but they are just so filthy and I worry about the way their parents raise them. They come out in the snow in mini skirts and sandals I just don't get it. What the heck do I do? Any advice helps! lol
