Navy Dependency Issue Question.. Please Help.?

I'm currently stationed at Naval Technical Training Center in Meridian, Mississippi. I went to get my daughter enrolled into TRICARE a few days ago and they told me that my daughter was not listed as my dependent so I coudn't enroll her into it. I was confused because on all my doents going to boot camp stated I had a dependent. I receive the BAQ Diff every month for my daughter and it gets sent to my daughters mom. What can I do to get my daughter enrolled in the health care system? Everybody on this base seems to lazy to help because all they tell me to do is just do it once I get to my next command. If you know anything please help.
