University theater program?

Okay so the theater program at my university requires that we take part in the costume shop, scenic, and other tech. And Some of the cles like our script ysis cl, requires things such as scene ysis,costume ysis and such. Do you think this is a good university if the student wants to emphasis on performance and not the tech stuff? Because I really really feel like I am doing less acting and more of reading, writing and other tech stuff which doesn't have anything that I want to be in the future. And I know that you don't have to attend college to become a actor/performer, but I wanted to learn some techniques. So far there has only been two cles since last year that has actually had anything to do with acting. Do you think I am just wasting my time at this university? Should I just start acting in community colleges/theaters and w/e i can get and build up my resume from there? Or should I find a different place with a better theater program? I am currently a sopre in college and I might transfer out next fall. Does anyone have any reccomendations for a university of some kind that has a better acting program, but is not too expensive?
